RE: drilling, driving near existing residence

Since the driller is a contractor and not an engineer doing a pile foundation, I wonder how the owner might go about pressing the neighbor and their contractor to take precautionary measures. Perhaps a letter from an engineer with guidelines or an attorney with expectations?
