Yes, definitely a drainage fabric, although it needs to be done (if shotcreting) in vertical stripes of say 20" wide drainage composite, then 30" wide of soil, then repeat the cycle so the shotcrete can grab onto the bare soil... it doesn't shoot up against the drainage composite that well if it's uniform.
