They may make things more stringent, they are not allowed to make things less stringent. They can issue interpretations that may appear to be less stringent, but no local jurisdiction may relax or supercede the building code as enacted by the state in a less stringent context.

Regarding cities making their own rules, I believe it has been the case for many years that each local agency may and do modify the Code as they wish to make things more stringent or less stringent depending on their experience or views of hazards or political views of hazards or other local matters.
