OSHPD performs an extensive plan review of the project prior to issuing of a permit.
It is obvious that you and your client are not familiar with the design and construction of hospitals in California. You are in for a rude awakening that could be very expensive. This is especially true on large hospitals. Suggest that you partner with a California based firm that has extensive California hospital experience. As a minimum the structural work must be signed by a California SE.
Be aware that California SEs live and sleep seismic design. Interpretations of the code or practices that may be acceptable in the east and mid-west may not be accepted.
