As I see it you have three choices to take this load: tie it into
the slab (which has now been rejected because there will not be a slab);
design the footings to resist the load (you didn't say whether it was
constructed yet or not); or provide a direct tie (which seems to be your
preference).
A direct tie doesn't have to be encased in concrete! It could be a
plain bar as long as it is below the dirt floor level so that it isn't
subjected to bending. Corrosion could be a problem; galvanizing or using
stainless steel could be a solution.

Need advice again
I just finished a PEMB foundation where the thrust (13k) was taken by
hairpins in a reinforced slab. The client now informs me that he can't
afford the slab and he'll just have a dirt floor. The problem is that there
will be a large boat transporter moving in this space, with design tire
loads over 20k. I'm trying to make a tie beam work. When the transporter
crosses the tie beam I calculate (from Roark) that it causes a tension force
over half the thrust.
Any suggestions?
