One place to start is the coastal design manual, or shore design manual (I don't recall the specific title) which can be downloaded from the Army Core website, ASCE also sells it.  You need to be somewhat careful here....wind and wave analyisis is not straightforward, so you will need to be sure to reckon your design with the precision and accuracy of your analysis.

Does any one know where I can find a good reference for the above subject?

 

I am designing a massive Pile Cap foundation being supported by a 36" diameter Piles. What concerned

me is the deflection of the piles in case a storm or hurricane strikes and will create this monster waves.
