Here in the bay area, I find that IT's can get a job with a start pay of 70's or more and they do not even have a bachelors degree.

That could be, but I have seen this in the past, where it does appear that a civil-structural engineer is competitive with an "IT guy."
Also, recall that in my sister's case, she's a Federal employee, and I don't believe they adjust for local conditions, as it were.
