RE: Transfer Girder Design having more Depth

I don't have my ACI in front of me, and I don't have real world design experience with this type of a concrete beam. So, I may be completely wrong. 
 
But, I recall there being a "skin reinforcement" requirement in ACI that would get triggered by a beam of this depth?  I don't recall all the details, but when I last studied the concept (and concluded that I didn't need skin reinforcement) I made a mental note that it would apply to beams like this.

You should be able to use the provisions from ACI 318 to design the beam.  Assuming you don’t have “weird” loading, your beam would NOT be considered a “deep beam” by ACI 318 (a “deep beam” under ACI 318 provisions is a beam where the span of the beam is less than 4 times the depth...in your case, the span would have to be less than 12 meters for a 3 meter deep beam...or a roughly 4.5 m deep beam for the 18 m span).  FWIW, there is a metric version of ACI 318 as well.
