Take a look at the Engineers Education Australia programme handbook. I believe the study programmes can be taken in full or as individual modules. All the programmes are associated with Australian universities, and may require attendance on campus for laboratory work.
Another option is International correspondence school (ICS) but not sure what reputation it has.
Also I believe TAFE can customize a programme to suit the needs of an individual. Like all the engineering programmes are on campuses to the south of
As for drafting, if just want to learn, a good book and real interest should suffice. Noting that to do correspondence studies the individual has to make the time to do the work. A book would be cheaper than the correspondence course and a test of whether the individual has the aptitude for self directed study.
