Subject: Why 0.2 and 1 sec for Ss and S1?

Hi,

I am wondering why 0.2 sec and 1 sec were chosen for
spectral response accelorations at short- and long-period .
Is it because these two periods can represent the seismic conditions of most buildings very well?
