The effect is generally of concern only for cyclic loading or brittle
materials, since fatigue is generally not a concern with building
structures. It's probably more of a concern than a lot of people
realize, however. There are some detailed lug analysis methodologies,
mostly aimed at manual calculation and including fatigue
considerations as well as a true assessment of the ultimate load.
