Northridge earthquake. It is to prevent the lamellar tear of the column
flange due to the tension stresses at the top flange of the beam. Another
option would be to make the beam flange connection directly to a cap plate
that is welded to the top of the column, but I don't know if the City of Los
Angeles would accept that as an alternate to the quality assurance plan.

At the roof level of a multistory SMF, The City of L.A quality
assurance plans shows the top of the
column to be three inches higher than the top of the beam framing
into it, and I can not find that in the seismic provisions, anybody
know the reason for those extra 3" and whether they are required or
merely recommended?
