I believe what Mr. Scholl is referring to is a clause in the CA Business Practice Code (or whatever the heck it's called...) says something about being able to place your name in the White and Yellow Pages as a single line entry, and that taking out a full page ad as some personal injury lawyers do, is considered unethical.
It seems to fall along the same line as using the term "Architect" or "Engineer" when a person is licensed as neither, but may certainly have plenty of "experience."
If I had more time, I'd peruse the CA website for the code section...
