Alfonso,
Heat treating does not change the chemical properties of the steel. It re-sizes the grain structure to a fine matrix to improve the toughness. The original MTR combined with the CVN test reports is adequate for most Clients. Heat treating tends to warp the members and you may wish to re-roll the shapes to straighten them. Heat treating structural steel generally doubles the material cost.
Have you considered using ASTM A992. A992 is produced using fine grained practices and can be rolled with CVN's at 10F or a little colder. Check with Nucor.

Subject: Normalized Steel
Hi everyone,
Does the steel which will undergo heat treatment (normalizing) to improve its mechanical properties will change its chemical properties also?
We have a vendor that have surplus of ASTM A572 steel but need to normalized the steel in order to pass charpy test. Is it still required to submit another CMTR of the steel after the heat treatment? Or the original CMTR is sufficient?
Thanks in advance,
A S Quilala
