The Canadian codes all give climatic data for towns and cities, which
include wind pressures for 1/10 year winds and 1/50 year winds, the
latter for design, and the 1/10 for deflection. I used the AASHTO
Specification for Design of Light Standards, Luminaires and Signs as I
thought that would be conservative. My customer has the job, but he is
now dealing with local contractors who will bid based on my prelim
design. I gather they will then get a local engineer to do a final
design and prepare final drawings.

This is heavily reinforced by the link that Chic provided...it effectively provides three different "code" wind speeds. It provides wind speeds for ASCE 7-10, for ASCE 7-05, and for ASCE 7-93 since that is when there were "shifts" in the wind design methodology in the US codes.
