It has the seismic data for Brazil, but not the extreme winds.
This needs a bit of caution. Outside the US the predominate measure of wind velocity is the WMO standard which is a 10 minute wind. The ASCE 7 uses a 3 second gust. The conversion uses the Durst curve.
Brazil does not have hurricanes so it is unlikely that anything other than the ASCE 7 default minimum 90 mph (2 sec gust) would apply.

You might want to reference Wind Loading of Structures by John D . Holmes. It has an appendix with extreme winds. It lists 30 m/sec north of the 20 degree latitude and 50 m/s south. These velocities are in 3 second gusts. The Brazilian wind loading code is the NBR 6123.
