I suppose that if you visit the site and don't notice that a shear wall is
missing, then you might be held liable for something, but 'structural
observation' is certainly not about counting nails or certifying welds.

Performing inspections of specific portions of the
work does not necessarily imply that you are
certifying the total project. Regarding the impact of
this on the E&O insurance premium, talk to your
insurance broker.
Note that in many jurisdictions that you will need
training and certification beyond your PE license to
perform special inspections.
I believe that your ability to improve the quality of
the project by more field involvement is strongly
correlated to the support you get from the Owner. If
you do not have the support this could create more
hassle for yourself.
Another consideration when performing special
inspections is that you will need to make yourself
available when the work is ready to be inspected.
This can make it harder to schedule your time.
