There is an Appendix to Ch. 16 in '97 UBC listing seismic zones for
locations overseas. Qatar is listed as Zone 0. Also, try the following
link (www.wbdg.org/ccb/DOD/UFC/ufc_3_310_01.pdf) for the UFC design guide
for Structural Load Data, which lists seismic and wind design parameters for
various (military) locations in the US and throughout the world. Briefly
looking through it, Qatar is not listed.
