ASCE 7-05 Equivalent of CBC Section 1633.2.5 ??

I’m trying to tie something very flexible to something very rigid (think patio cover attachment to existing house).

 

In the past, rightly or wrongly, I used 0.5C_aI.

 

What is the ASCE 7-05 equivalent?
