You have to be a “certified peer reviewer” to perform these services.

 

My guess is the low fee came from one of Bill P.’s “bottom feeder” engineers

Recently laid off and working out of his basement.

Doesn’t the City of Chicago have some established criteria for peer reviews that would help you to avoid being undercut, particularly if the other firm doesn’t have the proper background of experience?

Peer reviews in Chicago take about four days just to complete all the paperwork.
