I submit that there are different levels of design review. For example, the basic level of review is to determine if the design is adequate/safe to carry all of the various loads- live and dead plus wind and seismic.
Another level of review is more of value engineering to determine if a different system of framing or foundation or other things would be more cost effective. Also to see if the system shown will resist corrosion, be free of drainage problems, etc.
